The plaiting is innocuous enough to consider  and pictures pictured in The Argus present something similar to the handwork of kids just honing their hair dressing talents on someone more prepared than their baby chums or sisters. But it appears the police forces are having to observe an open judgment on this and take on the possiblity that it may be  the handwork of localized enchantresses, the lacing being a formal way of scoring the horse as ‘ours’ or ’special’. 

 

That fires the concern that the enchantress or warlock in question could be either a white witch/warlock or a black witch/warlock. So a bit of a worry there for the horse proprietors who love their creatures and so would intelligibly be preoccupied that  could harbor any ill intent towards these glorious beasts!
